This book has been described as the first comprehensive volume on the Negro question in the US by a leading Negro Marxist, one in which he argued the root of the oppression of Blacks was the unsolved agrarian question in the South - that the betrayal of Reconstruction by Hayes-Tilden Compromise of 1877 and the rise of white supremacy and Jim Crow laws left Blacks frozen as "landless, semi-slaves in the South."
